There is no block interface. Get a rumour you hate from a hunter, then never complete it. That hunter keeps it, so nobody else can assign the same creature. Always start the list on Gilman. Completing his rumour or asking him for a brand-new one resets every stored rumour.

Hunter Guild rumours

Speak to Guild Scribe Verity in the Burrow under the Hunter Guild (46 Hunter, Varlamore). Guild hunters assign a creature. You hunt it until a rare part drops, then turn it in for Hunter XP and a loot sack. Turn-in XP is (Hunter level + 5) × 50 (Novice/Adept), × 55 (Expert), or × 60 (Master). Quetzin is 1/1,000 per Expert or Master rumour.

Building a block list

Get Gilman first. When he gives something you never want (deadfalls and kyatts are the usual start), leave it. Move up a tier and repeat until your active hunter's leftover pool is the rumours you will actually do. An individual reroll (complete a different hunter, then talk back before taking a new task) does not store as a block. Skipping Eagles' Peak also removes box-trap rumours without using a hunter slot — wiki strategies page covers that trade.

FAQ

How do Hunter Guild rumour blocks work?
There is no Slayer-style block button. Each guild hunter remembers one unfinished rumour. They will not assign a creature another hunter already gave you, so leaving a bad rumour incomplete is a block. Start the list on Huntmaster Gilman. Completing his rumour or taking a brand-new one from him resets every stored rumour.
Are rumour assignments weighted?
No. The wiki calculator treats every eligible rumour on that hunter as equal chance. Jagex has not published task weights.
Which hunter should I use?
Expert rumours (Aco or Teco) from 72 are the training default. Wiki strategies: Aco 91+ with a finished list is up to ~235k Hunter XP and ~24 rumours/hr at 99. Teco is slightly slower (~225k / 20) but assigns Herbiboar. Master (Wolf) needs 91 Hunter and At First Light; rates are close, with a smaller pool.
How long does a rumour take?
Rare parts use the hunting method drop rate plus a pity cap (about 2× the denominator, slightly lower in the guild hunter outfit). Falconry parts come faster than butterfly nets. Expected catch counts in this calculator use the wiki formula. Rumours/hr also depends on travel and catch speed — we only quote wiki hour rates for published block lists.
